Thailand's Energy Efficiency and DSM Programs

Thailand's energy conservation (Encon) program began with the signing of the Energy Conservation Act. The program aimed to address energy inefficiency at every level of Thai society, from commercial buildings and factories to households.

NRGmagnet's President Lisa Surprenant was contracted by the National Energy Policy Office, the Department of Energy Development and Promotion, and the Electricity Generating Authority of Thailand (EGAT) to establish the Thai Encon program regulatory frameworks, assist in the "Divided by Two" marketing program, and help launch the Demand Side Management (DSM) program under Thailand's national utility, EGAT.

She served as a consultant to the Thailand Industrial Standards Institute (TISI) to review and update existing equipment standards and author import procedures for "zero import duty" on energy efficient equipment.

She was responsible for the provision of all regulatory mechanisms and served as senior auditor and author for the mid-point review of the Thai DSM program for reporting to Japan and World Bank.

In renewable energy, she managed design of rooftop solar installations, biogas, and hydropower projects through the EGAT residential DSM program and numerous commercial and residential Royal Projects.

To demonstrate commercial building efficiency potential to policymakers and practitianers, she designed the Thai Energy Conserving Building - a 6,000 square-meter building that operates on one-third the energy of a typical Thai building.

Overall, the Thai Encon program included establishment of policy, practices, and implementation for energy efficiency and renewable energy nationwide.

And the program has been successful. By May 2005, the Encon Program had achieved cost savings of $20 ml per year. By 2006, the DSM program had saved power equal to 1,304 MW.
