Designing a Program for Turkey's New Buildings

Modern-looking buildings add new dimensions to Turkish cities every day. Between 2000 and 2008, 750,000 new buildings received construction permits. By the end of 2008, Turkey's skylines featured 8.6 million buildings.

Yet Turkey's buildings are inefficient even when they are brand-new due to design practices that are not optimal.

Buildings energy expert and NRGmagnet president, Lisa Surprenant, was contracted by UNDP to prepare the Global Environment Facility project document that outlines a realistic, actionable program for encouraging energy efficiency in Turkey's new buildings through use of an "integrated building design approach" and a demonstration building.

New buildings in Turkey have only been required to perform to thermal standards since 2000 when insulation standards were set. The Resources Survey and Development Administration (EIE) must implement the new law for energy efficiency in buildings and therefore, were in favor of this project.

To achieve widespread implementation, the team that included energy experts from the Ministry of Public Works and Settlement (MoPWS) designed a program train IBDA and make the new energy efficiency regulations known and practical to architects and engineers.

The demonstration building also proposes use of passive and active renewable energy resources while introducing an integrated building design approach to Turkish architects and engineers.

EIE estimates that 82.6 million m2 of building area will be built using an IBDA with an expected savings of 60 kWh/m2 over 15 years, generating cumulative energy savings of 4,959 GWh.

In GHG emissions, the program will avoid 1.3 million tCO2e. When successful, Turkey's new buildings might just be the most modern in the region.
